Senior Resource Specialist
Location: Downtown Los Angeles, CA
Pay Rate: $73-78/hour
6-month assignment (potential to extend)
Our client, a government agency, is looking for a Senior Resource Specialist. You will lead a team providing critical technical and administrative expertise for our Client's resource programs. This role involves overseeing program analysis, policy development, and implementation efforts to secure reliable supplies for both immediate and future needs. Acting as a technical authority in specialized areas—such as environmental resource mitigation, conservation, storage, and groundwater protection—you will ensure high standards of quality, efficiency, and technical integrity align with our Client's project, program, and division objectives.
Duties:
- Oversee budget development, consultant management, and project monitoring to ensure efficient operations, quality, and compliance.
- Lead or participate in major projects involving substantial capital improvements.
- Manage contract agreements for resource studies, collaborating with specialized consultants on complex scientific matters.
- Develop policies, strategies, and procedures to enhance supply reliability through programs in transfer, mitigation, exchange, storage, and conservation.
- Analyze relevant state and federal legislation to formulate response strategies.
- Create or support the development of forecasting and pricing models, and evaluate capital improvement options.
- Supervise and develop staff, fostering a productive, diverse, and high-performing team.
Education & Experience:
- Bachelor's degree from an accredited college or university, majoring in Business Administration, Economics, Environmental Sciences, Urban Planning, Geology, Hydrology, or other directly related field
- 8 years of progressively responsible expertise in policy development, project management, resource negotiations, and development and implementation of solutions to complex problems, 1 year of experience at the supervisory level
- Strong knowledge of public policy, government, and environmental regulations, with experience in water resource policy development and environmental mitigation.
- Skills in management, budgeting, and project oversight, with a background in supervisory techniques and team leadership.
- Water industry experience is desired or experience in the electrical or energy industry
